For Washington insiders, seeing and hearing is no longer believing, thanks to a spate of recent incidents involving deepfakes impersonating top officials in President Donald Trump’s administration.

Digital fakes are coming for corporate America, too, as criminal gangs and hackers associated with adversaries including North Korea use synthetic video and audio to impersonate CEOs and low-level job candidates to gain access to critical systems or business secrets.

Thanks to advances in artificial intelligence, creating realistic deepfakes is easier than ever, causing security problems for governments, businesses and private individuals and making trust the most valuable currency of the digital age.

Responding to the challenge will require laws, better digital literacy and technical solutions that fight AI with more AI.

“As humans, we are remarkably susceptible to deception,” said Vijay Balasubramaniyan, CEO and founder of the tech firm Pindrop Security. But he believes solutions to the challenge of deepfakes may be within reach: “We are going to fight back.”

This summer, someone used AI to create a deepfake of Secretary of State Marco Rubio in an attempt to reach out to foreign ministers, a U.S. senator and a governor over text, voice mail and the Signal messaging app.

In May someone impersonated Trump’s chief of staff, Susie Wiles.

Another phony Rubio had popped up in a deepfake earlier this year, saying he wanted to cut off Ukraine’s access to Elon Musk’s Starlink internet service. Ukraine’s government later rebutted the false claim.

The national security implications are huge: People who think they’re chatting with Rubio or Wiles, for instance, might discuss sensitive information about diplomatic negotiations or military strategy.

“You’re either trying to extract sensitive secrets or competitive information or you’re going after access, to an email server or other sensitive network,” Kinny Chan, CEO of the cybersecurity firm QiD, said of the possible motivations.

Synthetic media can also aim to alter behavior. Last year, Democratic voters in New Hampshire received a robocall urging them not to vote in the state’s upcoming primary. The voice on the call sounded suspiciously like then-President Joe Biden but was actually created using AI.

Their ability to deceive makes AI deepfakes a potent weapon for foreign actors. Both Russia and China have used disinformation and propaganda directed at Americans as a way of undermining trust in democratic alliances and institutions.

Steven Kramer, the political consultant who admitted sending the fake Biden robocalls, said he wanted to send a message of the dangers deepfakes pose to the American political system. Kramer was acquitted last month of charges of voter suppression and impersonating a candidate.

“I did what I did for $500,” Kramer said. “Can you imagine what would happen if the Chinese government decided to do this?”

The greater availability and sophistication of the programs mean deepfakes are increasingly used for corporate espionage and garden variety fraud.

“The financial industry is right in the crosshairs,” said Jennifer Ewbank, a former deputy director of the CIA who worked on cybersecurity and digital threats. “Even individuals who know each other have been convinced to transfer vast sums of money.”

In the context of corporate espionage, they can be used to impersonate CEOs asking employees to hand over passwords or routing numbers.

Deepfakes can also allow scammers to apply for jobs — and even do them — under an assumed or fake identity. For some this is a way to access sensitive networks, to steal secrets or to install ransomware. Others just want the work and may be working a few similar jobs at different companies at the same time.

Authorities in the U.S. have said that thousands of North Koreans with information technology skills have been dispatched to live abroad, using stolen identities to obtain jobs at tech firms in the U.S. and elsewhere. The workers get access to company networks as well as a paycheck. In some cases, the workers install ransomware that can be later used to extort even more money.

The schemes have generated billions of dollars for the North Korean government.

Within three years, as many as 1 in 4 job applications is expected to be fake, according to research from Adaptive Security, a cybersecurity company.

“We’ve entered an era where anyone with a laptop and access to an open-source model can convincingly impersonate a real person,” said Brian Long, Adaptive’s CEO. “It’s no longer about hacking systems — it’s about hacking trust.”

Researchers, public policy experts and technology companies are now investigating the best ways of addressing the economic, political and social challenges posed by deepfakes.

New regulations could require tech companies to do more to identify, label and potentially remove deepfakes on their platforms. Lawmakers could also impose greater penalties on those who use digital technology to deceive others — if they can be caught.

Greater investments in digital literacy could also boost people’s immunity to online deception by teaching them ways to spot fake media and avoid falling prey to scammers.

The best tool for catching AI may be another AI program, one trained to sniff out the tiny flaws in deepfakes that would go unnoticed by a person.

Systems like Pindrop’s analyze millions of datapoints in any person’s speech to quickly identify irregularities. The system can be used during job interviews or other video conferences to detect if the person is using voice cloning software, for instance.

Similar programs may one day be commonplace, running in the background as people chat with colleagues and loved ones online. Someday, deepfakes may go the way of email spam, a technological challenge that once threatened to upend the usefulness of email, said Balasubramaniyan, Pindrop’s CEO.

“You can take the defeatist view and say we’re going to be subservient to disinformation,” he said. “But that’s not going to happen.”

Artist James Jean’s “Pagoda” is an epic vision of fused glass panels that, when complete, should be like entering a multi-faceted, almost psychedelic gemstone. The intricate craft is the work of LA-based Judson Studios. More than a century old, the workshop is run by fifth-generation scion David Judson. “Each generation has to contribute something and own it,” Judson says of the studio’s evolution. “Otherwise it can become stale.”

William Lees Judson, an impressionist painter and member of the Pasadena Arts & Crafts movement, founded the “art glass company” in 1897. His luminous stained glass works were statements of taste and wealth for the homes, houses of worship and elaborate theatres that were burgeoning across the city, on the back of the oil, farming and entertainment industries.

His descendants, including David, have taken his legacy business around the world. Today, a labyrinthine building serves as the production line for the painstaking process, with each room housing artists working on various stages — from design to cutting, painting, applying the lead came that holds stained glass together, cementing the piece to waterproof it, and reinforcing the malleable lead with steel bars.

“Clients are more interested than ever in handmade things that are unique,” says Judson, who has been immersed in the craft for more than 30 years. “Everyone’s looking for something that’s a little different. And the thing about glass is that there’s nothing like [how] it adds colour.”

Large lightbox tables illuminate commissions in progress: 35ft windows for a Wyoming monastery, filled with saintly portraits and lines of prayers in gothic script; botanical windows for a private home, a modern twist on Edwardian leaf and flower patterns. The intricate pieces take on detail through each step of the painting process, which, depending on a design’s complexity, can require multiple rounds of application and kiln firing to fuse each layer of tracing, shading, stippling, colour, enamel or silver stain to the glass.

The smell of clove permeates the rooms — traditionally, clove oil has been used to bind powdered paint pigments. “It makes for a good, inky line,” one artist explains — and other agents tend to dry out too fast on the heat of the lightbox.

Glass seems to lend itself to being a family business; Judson points to other multigenerational artists among the 26 full-time staff, including Oniver Cuevas, who followed his father Luis Enrique into the studio. It also means there is a through line on historic projects. In 2009, Judson was asked to restore the 20ft stained-glass skylight of the dome in the Natural History Museum of Los Angeles County, which was made by his grandfather in 1913. In phases in 2002 and 2007, the studio refreshed the geometric windows it had designed for Frank Lloyd Wright’s Mayan-inspired Ennis House in 1924.

But while continuing the family tradition, Judson has modernised the studio by expanding into fused glass and partnering with contemporary artists, such as Jean.

Perhaps that ethos explains why the studio has a greater bulk of new commissions than restoration work. Judson estimates that his competitors do “90-95 per cent restoration”, but that makes up just a third of Judson’s business. Today, the studio is more likely to create glass for hotels, bars and homes. A recent commission was a window for the reading nook in actor Jennifer Garner’s house, featuring three owls in a tree and the family’s golden retriever, rendered in the style of a favourite children’s book.

“The light coming through the colour fills your soul in a way,” says Judson of stained glass’s continued appeal. “The colour changes with the light, so you have a subconscious connection with the day through a piece of art that’s in your home.”

TOKYO — Japanese automakers Honda and Nissan have announced plans to work toward a merger, forming the world’s third-largest automaker by sales as the industry undergoes dramatic changes in its transition away from fossil fuels.

The two companies said they had signed a memorandum of understanding on Monday and that smaller Nissan alliance member Mitsubishi Motors also had agreed to join the talks on integrating their businesses.

Honda’s president, Toshihiro Mibe, said Honda and Nissan will pursue unifying their operations under a joint holding company. Honda will initially lead the new management, retaining the principles and brands of each company. The aim is to have a formal merger agreement by June and to complete the deal and list the holding company on the Tokyo Stock Exchange by August 2026, he said.

No dollar value was given and the formal talks are just starting, Mibe said.

There are “points that need to be studied and discussed,” he said. “Frankly speaking, the possibility of this not being implemented is not zero.”

Automakers in Japan have lagged behind their big rivals in electric vehicles and are trying to cut costs and make up for lost time.

A merger could result in a behemoth worth more than $50 billion based on the market capitalization of all three automakers. Together, Honda, Nissan and Mitsubishi would gain scale to compete with Toyota Motor Corp. and with Germany’s Volkswagen AG. Toyota has technology partnerships with Japan’s Mazda Motor Corp. and Subaru Corp.

News of a possible merger surfaced earlier this month, with unconfirmed reports saying that the talks on closer collaboration partly were driven by aspirations of Taiwan iPhone maker Foxconn to tie up with Nissan by buying shares from the Japan’s company’s other alliance partner, Renault SA of France.

Nissan’s CEO Makoto Uchida said there had been no direct approach to his company from Foxconn. He also acknowledged that Nissan’s situation was “severe.”

Even after a merger Toyota, which rolled out 11.5 million vehicles in 2023, would remain the leading Japanese automaker. If they join, the three smaller companies would make about 8 million vehicles. In 2023, Honda made 4 million and Nissan produced 3.4 million. Mitsubishi Motors made just over 1 million.

Nissan, Honda and Mitsubishi announced in August that they would share components for electric vehicles like batteries and jointly research software for autonomous driving to adapt better to dramatic changes centered around electrification, following a preliminary agreement between Nissan and Honda set in March.

Nissan has struggled following a scandal that began with the arrest of its former chairman Carlos Ghosn in late 2018 on charges of fraud and misuse of company assets, allegations that he denies. He eventually was released on bail and fled to Lebanon.

Speaking Monday to reporters in Tokyo via a video link, Ghosn derided the planned merger as a “desperate move.”

From Nissan, Honda could get truck-based body-on-frame large SUVs such as the Armada and Infiniti QX80 that Honda doesn’t have, with large towing capacities and good off-road performance, Sam Fiorani, vice president of AutoForecast Solutions, told The Associated Press.

Nissan also has years of experience building batteries and electric vehicles, and gas-electric hybird powertrains that could help Honda in developing its own EVs and next generation of hybrids, he said.

But the company said in November that it was slashing 9,000 jobs, or about 6% of its global work force, and reducing its global production capacity by 20% after reporting a quarterly loss of 9.3 billion yen ($61 million).

It recently reshuffled its management and Makoto Uchida, its chief executive, took a 50% pay cut to take responsibility for the financial woes, saying Nissan needed to become more efficient and respond better to market tastes, rising costs and other global changes.

“We anticipate that if this integration comes to fruition, we will be able to deliver even greater value to a wider customer base,” Uchida said.

Fitch Ratings recently downgraded Nissan’s credit outlook to “negative,” citing worsening profitability, partly due to price cuts in the North American market. But it noted that it has a strong financial structure and solid cash reserves that amounted to 1.44 trillion yen ($9.4 billion).

Nissan’s share price also has fallen to the point where it is considered something of a bargain.

On Monday, its Tokyo-traded shares gained 1.6%. They jumped more than 20% after news of the possible merger broke last week.

Honda’s shares surged 3.8%. Honda’s net profit slipped nearly 20% in the first half of the April-March fiscal year from a year earlier, as sales suffered in China.

The merger reflects an industry-wide trend toward consolidation.

At a routine briefing Monday, Cabinet Secretary Yoshimasa Hayashi said he would not comment on details of the automakers’ plans, but said Japanese companies need to stay competitive in the fast changing market.

“As the business environment surrounding the automobile industry largely changes, with competitiveness in storage batteries and software is increasingly important, we expect measures needed to survive international competition will be taken,” Hayashi said.

___

Kurtenbach reported from Bangkok.

Justice Allison Riggs, a Democrat who is running for reelection, is focusing heavily on the issue and touts her support for reproductive rights. Her first television ad featured images of Lt. Gov. Mark Robinson, the Republican nominee for governor, who prefers to restrict abortions earlier than the current 12 weeks. She says her GOP rival for the court could be a deciding vote on the bench for such restrictions.

“This is an issue that is landing in front of state Supreme Courts, and it is one that is very salient to voters now,” Riggs said in an interview.

Her Republican opponent, Court of Appeals Judge Jefferson Griffin, said Riggs is saying too much about an issue that could come before the court.

“I think it’s an inappropriate manner, a clear violation of our judicial standards, our code of conduct,” he said.

The North Carolina race emphasizes how much abortion is fueling expensive campaigns for Supreme Courts in several states this year. Groups on the right and left are spending heavily to reshape courts that could play deciding roles in legal fights over abortion, reproductive rights, voting rights, redistricting and other hot-button issues for years to come.

Experts say the campaigns show how the U.S. Supreme Court’s 2022 decision overturning constitutional abortion protections that had been in place for half a century has transformed races for state high courts.

“What Dobbs did was made clear to both political stakeholders and the public that these state courts that hadn’t got a lot of attention are actually going to be really important and they’re going to be deciding some of the biggest cases that people might have expected to go to the U.S. Supreme Court,” said Douglas Keith, senior counsel in the judiciary program at the Brennan Center, which has tracked spending on state court races.

Thirty-three states are holding elections for 82 Supreme Court seats this year. The 2024 election cycle follows record-breaking spending for judicial races in Wisconsin and Pennsylvania last year.

Groups on the left have ramped up their spending on state courts considerably this year. The American Civil Liberties Union has spent $5.4 million on court races in Montana, Michigan, North Carolina and Ohio. Planned Parenthood and the National Democratic Redistricting Committee earlier this year announced they were collectively spending $5 million, focusing on court races in Arizona, Michigan, Montana, North Carolina, Ohio and Texas.

“We have never invested this heavily in state Supreme Courts before,” said Katie Rodihan, spokesperson for Planned Parenthood Votes. “This is really a groundbreaking move for us, and I expect this will be the norm for us moving forward.”

The targets include Ohio, where Republicans hold a 4-3 majority on the court. Democrats are defending two seats on the court, while a third is open, and Democratic victories in all three races are considered a longshot in the Republican-leaning state.

Control of the court could be key if the state appeals a judge’s ruling that struck down the most far-reaching of the state’s abortion restrictions. The ruling said the law banning most abortions once cardiac activity is detected — as early as six weeks into pregnancy and before many women know they’re pregnant — violated a constitutional amendment approved by voters last year that protected reproductive rights.

Two seats are up for election on Michigan’s court, where Democratic-backed justices hold a 4-3 majority. Court races are technically nonpartisan, but candidates are nominated at party conventions. Republicans would need to win both seats to flip the court in their favor.

Justice Kyra Harris Bolden is defending the seat she was appointed to two years ago by Democratic Gov. Gretchen Whitmer. Bolden was the first Black woman to sit on Michigan’s bench. She faces Republican-backed circuit court Judge Patrick O’Grady for the remaining four years of the eight-year term.

Republican state Rep. Andrew Fink is competing against University of Michigan law professor Kimberly Anne Thomas, who was nominated by Democrats, for the other open seat that is being vacated by a Republican-backed justice.

Groups backing Bolden and Thomas are framing the races as crucial to defending abortion rights, with one group’s ad warning that “the Michigan state Supreme Court can still take abortion rights away.”

The most heated races are for two seats on the Montana Supreme Court, which has come under fire from GOP lawmakers over rulings against laws that would have restricted abortion access or made it more difficult to vote.

Former U.S. Magistrate Judge Jerry Lynch is running against county attorney Cory Swanson for chief justice, while state judge Katherine Bidegaray is running against state judge Dan Wilson for another open seat on the court.

Progressive groups have been backing Lynch and Bidegaray. Both said in an ACLU questionnaire that they agreed with the reasoning and holding of a 1999 state Supreme Court ruling that the constitutional right to privacy includes the right to obtain a pre-viability abortion.

Groups on the right have been painting them both as too liberal and echoing national Republicans’ rhetoric, with text messages invoking the debate over transgender athletes on women’s sports teams.

The Republican State Leadership Committee, a longtime player in state court races, said its Judicial Fairness Initiative planned to spend seven figures in Arizona, Michigan, Montana, North Carolina, Ohio and Texas.

The group’s ads are focusing on issues other than abortion. In one touting three Republicans running for Ohio’s court, the group shows images of President Donald Trump along with images related to immigration.

A super PAC backed by conservative donor and shipping executive Richard Uihlein also has given to groups involved in state Supreme Court races in Montana and Ohio.

Progressive groups are even focusing attention on longshot states such as Texas, where Republicans hold all the seats on the Supreme Court. They’re trying to unseat three GOP justices who were part of unanimous rulings rejecting challenges to the state’s abortion ban.

One group, Find Out PAC, has been running digital ads in San Antonio, Dallas and Houston criticizing justices Jimmy Blacklock, John Devine and Jane Bland. In its ad, the group accuses the three of “playing doctor from the bench.”

In North Carolina, Riggs’ campaigning on abortion rights has prompted complaints from Republicans who say she’s stepping outside the bounds of judicial ethics. But Riggs said she’s not saying how she would rule in any case and is merely sharing her values with voters.

“I’m going to keep talking about my values because, at the core, our democracy works best when people cast informed votes,” she said.

“Like many other projects in Riverside, this book was Jane Block’s idea.” These are the opening words from Inlandia’s latest publication, “Riverside Women Creating Change.”

Several years in the making, this new groundbreaking book includes oral interview transcripts of women in the city of Riverside, women who’ve worked hard to lift each other up, to build equity, support initiatives, and strengthen community.

I’ve written about this project before. Finally, after four years, it’s here.

In the time it’s taken to produce the book, some of the women have gone to join the ancestors: Ofelia Valdez-Yeager, Jennifer Vaughn-Blakely, Nancy Takano.

There’s no time like the present to get things done. Jane Block herself just celebrated her 95th birthday.

“Riverside Women Creating Change” is the Inlandia Institute’s latest publication. (Courtesy of Inlandia Institute)

“Dead bodies hadn’t been all that common at Boy Scout Camp Matulia, so Harry Vincent quickly became the focus of scuttlebutt.” This is the opening gambit of “Scouts’ Honor” by Carlos Cortés, a debut novelist at the tender age of 90.

Carlos may be best known as professor emeritus of history at UC Riverside and a renowned expert and sought-after speaker on multiculturalism and diversity. Yet, he has some juicy stories to tell and he’s not letting a little thing like time stop him from realizing his novelist dreams.

“As many writers are fond of saying, we don’t choose our subjects; they choose us. In my case, my subjects tapped me on the shoulder or whispered in my ear, but, for a long time, I didn’t hear or stifled them.” So begins Judy Kronenfeld’s memoir in prose and poems, “Apartness,” which examines her life through the lens of her own Jewish identity and culture.

Judy is best known as a poet and renaissance literature scholar, and her essays demonstrate a poet’s facility with language and keen observation. She will be coming up on her 83d birthday when her book is released.

For those who are unfamiliar with Inlandia’s publishing journey, when we first began — way back in the aughts — we knew nothing except that we loved books. At the time we were co-publishing with Heyday, which meant the onus on book production was on them. But that meant we had very little control over which books they accepted and what their ultimate forms would take.

We began to dabble in independent publishing with the advent of our “Writing from Inlandia” anthologies, the first of which I personally did the layout for. In Microsoft Word.

At the time, I was the mother of two young sons, more accustomed to running off copies and using the laminator in the teacher’s lounge at their school as a room mom. I was eager and industrious. I had no experience as a publisher of books, but I was sure I could figure it out.

I was proud of the clean copy that I submitted for printing — and then mortified when the final product came back in a mix of greyscale and black text, some of which was so light it was nearly illegible.

Marion Mitchell-Wilson was still executive director of Inlandia, without the crystal ball that would have shown she’d be gone within five years. The organization at that point was only a few years old, but already I felt a responsibility to our authors. So I paid out of pocket to have the books reprinted and learned my lesson.

Now, Inlandia hires professional book designers to do the interior layout and cover design for each book. There are mysteries to printing that one must be privy to. It’s said that a book is like an author’s baby, and as publisher I feel a duty to get it right.

Fifteen years after our first attempts at indie publishing, we’re now a bonafide small press. We’ve been publishing prize-winning manuscripts for a decade. And yet, there is still so much we have to learn. Even with the current state of technology we have to be ever-vigilant. As much as we’d like to publish every good manuscript that comes over the transom, we just don’t have the people-power or the monetary resources to do so.

This year, we’ve begun hiring copy editors and cover artists and expanded our slate of book designers so we can spread out the workload. It’s a rigorous, expensive process. We’ve also been adding eBook options and, hopefully in the very near future, audiobooks. (I am myself an audiobook convert.)

Between 2025 and 2026, we have 10 books under contract, not including our annual “Writing from Inlandia” anthologies.
