LONDON — The European Union on Friday accused TikTok of breaching the bloc’s digital rules with “addictive design” features including autoplay and infinite scroll, in preliminary charges that strike at the heart of the popular video sharing app’s operating model.

EU regulators said their investigation found that TikTok hasn’t done enough to assess how its features could harm the physical and mental health of users, including children and “vulnerable adults.”

The European Commission said it believes TikTok should change the “basic design” of its service. The commission is the EU’s executive arm and enforcer of the 27-nation bloc’s Digital Services Act, a sweeping rulebook that requires social media companies to clean up their platforms and protect users, under threat of hefty fines.

TikTok denied the accusations.

“The Commission’s preliminary findings present a categorically false and entirely meritless depiction of our platform, and we will take whatever steps are necessary to challenge these findings through every means available to us,” the company said in a statement.

TikTok now has a chance to reply to the commission’s findings, which could lead to a so-called non-compliance decision and possible fine worth up to 6% of the company’s total annual revenue.

“Social media addiction can have detrimental effects on the developing minds of children and teens,” Henna Virkkunen, the commission’s executive vice-president for tech sovereignty, security and democracy, said in a press statement. “The Digital Services Act makes platforms responsible for the effects they can have on their users. In Europe, we enforce our legislation to protect our children and our citizens online.”

The preliminary findings from Brussels are the latest example of pressure that TikTok and other social media platforms are facing over youth addiction.

Australia has banned social media for under-16s while governments in Spain, France, and Denmark want to introduce similar measures. In the U.S., TikTok last month settled a landmark social media addiction lawsuit while two other companies named in the suit — Meta’s Instagram and Google’s YouTube — still face claims that their platforms deliberately addict and harm children.

The commission said that TikTok fuels the urge to keep scrolling because it constantly rewards users with new content, leading to reduced self control.

It said TikTok ignores signs that someone is compulsively using the app, such as the amount of time that minors spend on it at night, and how often the app is opened.

The company has failed to put in place “reasonable, proportionate and effective” measures to offset the risks, it said.

The commission said TikTok’s existing time management controls are easy to dismiss and “introduce limited friction,” while parental tools need “additional time and skills” from parents.

Changes that the commission wants TikTok to make include disabling features like infinite scroll; putting in more effective breaks for screen time, including at night; and changing its “highly personalized” recommender system, which feeds users an endless stream of video shorts based on their preferences.

TikTok says it has numerous tools, such as custom screen time limits and sleep reminders, that let users make “intentional decisions” about how they spend their time on the app.

Design flaws caused a Tesla Model 3 to suddenly accelerate out of control before it crashed into a utility pole and burst into flames, killing a woman and severely injuring her husband, a lawsuit filed in federal court alleges.

Another defect, with the door handle design, thwarted bystanders who were trying to rescue the driver, Jeff Dennis, and his wife, Wendy, from the car, according to the lawsuit filed Friday in U.S. District Court for the Western District of Washington.

Wendy Dennis died in the Jan. 7, 2023, crash in Tacoma, Washington. Jeff Dennis suffered severe leg burns and other injuries, according to the lawsuit.

Messages left Monday with plaintiffs’ attorneys and Tesla were not immediately returned.

The lawsuit seeks punitive damages in California since the Dennis’ 2018 Model 3 was designed and manufactured there. Tesla also had its headquarters in California at the time before later moving to Texas.

Among other financial claims, the lawsuit seeks wrongful death damages for both Jeff Dennis and his late wife’s estate. It asks for a jury trial.

Tesla doors have been at the center of several crash cases because the battery powering the unlocking mechanism shuts off in case of a crash, and the manual releases that override that system are known for being difficult to find.

The National Highway Traffic Safety Administration said in September it was looking into reports that faulty electronic door handles on 2021 Tesla Model Y SUVs prevented owners from entering and exiting the vehicles, according to filing on the regulator’s website. In several cases, parents describe situations in which they were unable to access children inside the car.

Last month, the parents of two California college students killed in a Tesla crash sued the carmaker, saying the students were trapped in the vehicle as it burst into flames because of a design flaw that prevented them from opening the doors. In September, federal regulators opened an investigation into complaints by Tesla drivers of problems with stuck doors.

Jeff and Wendy Dennis were running errands when the Tesla suddenly accelerated for at least five seconds. Jeff Dennis swerved to miss other vehicles before the car hit the utility pole and burst into flames, the lawsuit says.

The automatic emergency braking system did not engage before hitting the pole, the lawsuit alleges, even though it is designed to apply the brakes when a frontal collision is considered unavoidable.

Bystanders couldn’t open the doors because the handles do not work from the outside because they also rely on battery power to operate.. The doors also couldn’t be opened from inside because the battery had shut off because of the fire, and a manual override button is hard to find and use, the lawsuit alleges.

The heat from the fire prevented bystanders from getting close enough to try to break out the windows.

Defective battery chemistry and battery pack design unnecessarily increased the risk of a catastrophic fire after the impact with the pole, the lawsuit alleges.

TAIPEI, Taiwan — OpenAI and Taiwan electronics giant Foxconn have agreed to a partnership to design and manufacture key equipment for artificial intelligence data centers in the U.S. as part of ambitious plans to fortify American AI infrastructure.

Foxconn, which makes AI servers for Nvidia and assembles Apple products including the iPhone, will be co-designing and developing AI data center racks with OpenAI under the agreement, the companies said in separate statements on Thursday and Friday.

The products Foxconn will manufacture in its U.S. facilities include cabling, networking and power systems for AI data centers, the companies said. OpenAI will have “early access” to evaluate and potentially to purchase them.

Foxconn has factories in the U.S., including in Ohio and Texas. The initial agreement does not include financial obligations or purchase commitments, the statements said.

The Taiwan contract manufacturer has been moving to diversity its business, developing electric vehicles and acquiring other electronics companies to build out its product offerings.

“This partnership is a step toward ensuring the core technologies of the AI era are built here,” Sam Altman, CEO of San Francisco-based OpenAI, said in the statement. “We believe this work will strengthen U.S. leadership and help ensure the benefits of AI are widely shared.”

OpenAI has committed $1.4 trillion to building AI infrastructure. It recently entered into multi-billion partnerships with Nvidia and AMD to expand the extensive computing power needed to support its AI models and services. It is also partnering with US chipmaker Broadcom in designing and making its own AI chips.

But its massive spending plans have worried investors, raising questions over its ability to recoup its investments and remain profitable. Altman said this month that OpenAI, a startup founded in 2015 and maker of ChatGPT, is expected to reach more than $20 billion in annualized revenue this year, growing to “hundreds of billions by 2030.”

Foxconn’s Taiwan-listed share price has risen 25% so far this year, along with the surge in prices for many tech companies benefiting from the craze for AI.

The Taiwan company’s net profit in the July-September quarter rose 17% from a year earlier to just over 57.6 billion new Taiwan dollars ($1.8 billion), with revenue from its cloud and networking business, including AI servers, contributing the most business.

“We believe the importance of the AI industry is increasing significantly,” Liu said during Foxconn’s earnings call this month.

“I am very optimistic about the development of AI next year, and expect our cooperation with major clients and partners to become even closer,” said Liu.

TAIPEI, Taiwan — China blasted the U.S. on Monday over moves it alleged harmed Chinese interests, including issuing AI chip export control guidelines, stopping the sale of chip design software to China, and planning to revoke Chinese student visas.

“These practices seriously violate the consensus” reached during trade discussions in Geneva last month, the Commerce Ministry said in a statement.

That referred to a China-U.S. joint statement in which the United States and China agreed to slash their massive recent tariffs, restarting stalled trade between the world’s two biggest economies.

But last month’s de-escalation in President Donald Trump’s trade wars did nothing to resolve underlying differences between Beijing and Washington and Monday’s statement showed how easily such agreements can lead to further turbulence.

The deal lasts 90 days, creating time for U.S. and Chinese negotiators to reach a more substantive agreement. But the pause also leaves tariffs higher than before Trump started ramping them up last month. And businesses and investors must contend with uncertainty about whether the truce will last.

U.S. Trade Representative Jamieson Greer said the U.S. agreed to drop the 145% tax Trump imposed last month to 30%. China agreed to lower its tariff rate on U.S. goods to 10% from 125%.

The Commerce Ministry said China held up its end of the deal, canceling or suspending tariffs and non-tariff measures taken against the U.S. “reciprocal tariffs” following the agreement.

“The United States has unilaterally provoked new economic and trade frictions, exacerbating the uncertainty and instability of bilateral economic and trade relations,” while China has stood by its commitments, the statement said.

It also threatened unspecified retaliation, saying China will “continue to take resolute and forceful measures to safeguard its legitimate rights and interests.”

And in response to recent comments by Trump, it said of the U.S.: “Instead of reflecting on itself, it has turned the tables and unreasonably accused China of violating the consensus, which is seriously contrary to the facts.”

Trump stirred further controversy Friday, saying he will no longer be nice with China on trade, declaring in a social media post that the country had broken an agreement with the United States.

Hours later, Trump said in the Oval Office that he will speak with Chinese President Xi Jinping and “hopefully we’ll work that out,” while still insisting China had violated the agreement.

“The bad news is that China, perhaps not surprisingly to some, HAS TOTALLY VIOLATED ITS AGREEMENT WITH US,” Trump posted. “So much for being Mr. NICE GUY!”

The Trump administration also stepped up the clash with China in other ways last week, announcing that it would start revoking visas for Chinese students studying in the U.S.

U.S. campuses host more than 275,000 students from China.

Both countries are in a race to develop advanced technologies such as artificial intelligence, with Washington seeking to curb China’s access to the most advanced computer chips. China is also seeking to displace the U.S. as the leading power in the Asia-Pacific, including through gaining control over close U.S. partner and leading tech giant Taiwan.

LOS ANGELES — Nearly four months after wildfires reduced thousands of Los Angeles-area homes to rubble and ash, some residents are starting to rebuild.

In the Pacific Palisades neighborhood, construction workers recently began placing wooden beams to frame a house on a lot where only a charred fireplace remains standing. In the seaside city of Malibu and foothills neighborhood of Altadena, many land parcels where homes once stood are being cleared of debris.

Hundreds of homeowners have sought city or county approval for new home designs and other permits to eventually rebuild or repair damaged homes, though few have gotten the green light to break ground.

Some 17,000 homes, businesses and other structures burned to the ground in the Jan. 7 fires. It’s uncertain how much will be rebuilt.

Many homeowners will not be able to afford it, even those with insurance. Some are still trying to figure out whether it’s safe to return to their properties, given limited data on the degree to which toxins from the fires, including lead and asbestos, may have permeated their land. Roughly 400 land parcels are already for sale in the fire-ravaged areas.

Facing overwhelming loss and the chaos that comes with sudden displacement, those looking to rebuild must navigate an often confusing and time-consuming process. In most cases, it will take years for them to rebuild.

LA issued its first building permit nearly two months after the fires started. It took more than seven months before the first building permit was issued following the Woolsey Fire in 2018.

“Putting this in context of other disasters, the speed is actually probably faster than expected,” said Sara McTarnaghan, a researcher at the Urban Institute who studied the aftermath of urban wildfires in recent years in Colorado, Hawaii and California.

Kathryn Frazier, a music publicist and life coach, had lived in her four-bedroom, three-bath house in Altadena for 10 years and raised her two children there. After her home burned to the ground, she was in shock and questioned whether it made sense to come back.

But after conversations with neighbors, she became determined to rebuild.

“I’m not leaving,” Frazier said. “That’s what kept coming up for everybody, and the more we all talked to each other the more we were all like ‘hell yes.’”

She is making progress. Frazier hired a crew to clear the property of debris and she is nearly through the first phase of permitting, which involves getting county review and approval for her new home’s design. The next phase before receiving approval to begin construction includes reviews of electrical, plumbing and other aspects of the design.

Frazier, 55, is rebuilding her home without major changes to its size or location in order to qualify for an expedited building permit approval process.

“We are hoping to be building by June or July, latest,” she said. “I’ve been told that maybe by February or March of 2026 we could be back in our home.”

For now, Frazier is getting quotes on windows, skylights and other home fixtures in hopes of locking in prices before they go up as more construction projects ramp up, or in response to the Trump administration’s ongoing trade war.

“I’m doing things like scouring Home Depot, finding slate tiles that look modern and beautiful, but they’re actually really cheap,” she said.

DeAnn Heline, a TV showrunner, knows what it’s like to build her dream house from the ground up.

She waited more than two years for construction to be completed on the five-bedroom, eight-bath home with ocean views. Once the project was done, her husband vowed to never build another house. The family lived there for six years before it was destroyed in the Palisades Fire.

“It was ash. There was nothing,” Heline said.

The couple, who have two daughters, have lived in the neighborhood for more than 30 years. They couldn’t imagine giving up and not rebuilding.

“Not only are we building another house, we’re building the exact same house again,” Heline said, noting the new home will have some upgrades including fire-resistant materials and sprinklers for the exterior of the house.

Recently, they cleared debris from the land where the house once stood, a particularly onerous task because the home featured a large basement into which much of the structure collapsed as it burned.

Heline isn’t sure when construction will begin, but figures it could be two or three years. She wonders, however, what the neighborhood will look like by then.

“What are you going back to? You’re going back to a moonscape? Are you there and no one else is on your block, or are you going back to a construction zone for many more years?” she said.

The Eaton wildfire destroyed many of the more than 270 historic Janes Cottages in Altadena, including the three-bedroom home Tim Vordtriede shared with his wife and two young children.

The family had only lived in the roughly 100-year-old house for three years.

“We just loved the storybook cottage and the vibe, and of course the grander vibe of Altadena,” he said. “It was perfect.”

Vordtriede, 44, has decided to rebuild, but not just yet. For now, he is using his experience as a construction project manager to help others who also lost their homes.

He co-founded Altadena Collective, a group providing assistance with home designs and guidance on how to navigate the complex and lengthy approval process for rebuilding permits. Of the roughly two dozen clients that the group is serving, at reduced cost, three are in the early stages of the permitting process.

Even after projects reach shovel-ready status, homeowners will have to wait perhaps more than a year before they can move in, he said.

“My first statement when anyone walks in the door is: We’re not here to help you design your dream home,” Vordtriede said. “This isn’t a dream time. This is a nightmare, and our job is to get you out of the nightmare as soon as possible.”

LOS ANGELES — A record-tying 15 home runs in three games is pretty good advertising.

The New York Yankees matched an MLB record with that power show in the first three games of their season over the weekend, drawing attention to the innovative “torpedo bats” some of their players used against the Milwaukee Brewers.

Five Yankees used the bats over the weekend – Cody Bellinger, Paul Goldschmidt, Jazz Chisholm Jr., Anthony Volpe and Austin Wells. That group hit nine of the Yankees’ 15 home runs against the Brewers.

But they aren’t alone. A number of players on other teams have used the bat, which shifts weight from the end of the bat closer to the label where batters are more likely to make contact. A number of Dodgers – including Max Muncy and Kiké Hernandez – have ordered versions of the “torpedo bat” from their suppliers (MaxBat and Marucci, respectively) to try out.

“Those guys are just good,” Muncy said, refusing to credit the bat technology with all of the Yankees’ success. “Maybe it helped them. If it did, I plan on finding out.”

Like Muncy, hitting coach Robert Van Scoyoc said he had not heard about the new design before the Yankees’ coming-out party this weekend.

“I mean, it sounds interesting,” Van Scoyoc said. “We just heard about it, obviously, with everyone else. But if you make contact more towards the handle, it makes sense to put more mass there.

“But we’re gonna learn about it and study it. I’m sure guys are ordering them. All the players want hits, so they’re gonna do anything they can to get a hit.”

Count Michael Conforto and Chris Taylor among the curious.

“I think some guys ordered some,” Conforto said.

“I’ll definitely hold it and try it in the cage. I just don’t know. I do feel like if you have a good feeling about it in the box, it’s going to help. I don’t know the actual science behind it. … I think just from a mental standpoint if you believe it’s going to help you up there in the box, then it does. We’ll see if I get to that point.”

Conforto predicted “we’re going to be seeing a lot of them, that’s for sure” because of the Yankees’ power show.

“I’m curious, but no,” Taylor said when asked if he had ordered any of the new design. “I know some of the guys are. I’ll grab one of them and try it.”

Muncy equated it to past evolutionary changes in bats – the move from ash to maple and birch, changes in the handle (“axe handles” and “puck knobs”). The difference this time, though, is the technology available to give hitters feedback on how the new design performs.

“I have no idea what I’m going to think about it. I might hate the way it feels. I might love the way it feels,” Muncy said.

“We have all the technology to check the data on it – how the ball’s coming off the bat and everything. I don’t know if my swing is one that that works for. … That’s the thing with baseball. There’s no one-size-fits-all solution that works for everybody.”

That data is more limited for hitters than it is for pitchers, Van Scoyoc points out.

“I think there’s some ways they can predict it. But Trackman doesn’t get the bat,” Van Scoyoc said, referring to the technology used for pitch tracking. “So I think it’s a little bit more unknown than like pitching or something else. Or in golf, Trackman knows exactly where they hit the ball. So up to this point, there hasn’t been an ability to capture the bat or be as precise as you might want.

“I mean, we definitely have a process for bat-fitting and things like that. But not having Trackman actually capture the bat like they do in golf, there’s just less known about it.”

Mookie Betts knows all he feels he needs to know for now and doesn’t plan to be an early adopter.

“I don’t know. What I’ve got has been working so far,” Betts said. “It’s not that I’m not looking to get better.

“Essentially, I’m not saying the bat doesn’t matter. But it’s really the operator. If that’s what puts confidence in your head that you’re going to hit it, then you’re going to play better just based on pure confidence. It may have something to do with the bat. It may not. … We’ll see.”

ALSO

Dodgers right-hander Evan Phillips threw to Taylor and Andy Pages in live batting practice on Monday afternoon. He and Tony Gonsolin are expected to start rehab assignments when the Dodgers head on the road later this week.

UP NEXT

Braves (LHP Chris Sale, 0-0, 5.40 ERA) at Dodgers (RHP Dustin May, 4-1, 2.63 ERA in 2023), Tuesday, 7:10 p.m., SportsNet LA, 570 AM

The 273 working clocks include many that are integrated into fireplace mantels and other building features.

They are not low maintenance, requiring regular oiling and occasional mechanical overhauls.

And every week, in a throwback to a time before wristwatches and cellphones, clock winders roam the halls — ensuring the century-plus-old timekeepers keep ticking.

On a recent morning, Bethany Gill demonstrated how it’s done — going room to room with an array of ladders and custom tools. She opens the glass covers, rotates the mechanisms enough to keep them going for about a week and checks their accuracy before moving on to the next one.

Gill is a former art student who works for Johnson & Griffiths Studio, a Harrisburg firm that just received a five-year, $526,000 winding and maintenance contract renewal from the Capitol Preservation Committee.

She’s also a lifelong clock lover who looks forward to the semiannual transitions between daylight saving time and Eastern Standard Time.

Why?

“My dad was a clock collector growing up,” Gill said. “And every Sunday we would go around the house and wind the clocks. And that was always just a nice thing that I did with my dad.”

Pennsylvania’s Capitol was crafted by architect Joseph M. Huston, who won its design competition in 1901 with a vision for a temple of democracy — a palace of art that would be as fancy as what could then be found in Europe.

Among countless other fine touches, Huston designed at least 180 custom clock cases, including smaller so-called keystone clocks that are shaped to remind people of Pennsylvania’s early and critical role in the formation of the United States, leaving it with the nickname of the Keystone State.

“The clocks are just part of why the building’s so unique and so intricate,” said Capitol Preservation Committee historian Jason Wilson. “The mantels surrounding the clocks are all custom designed.”

Every so often the clocks, most of them built from mahogany or stained mahogany, are carefully removed from their spots around the Capitol and taken to a facility for cleaning, maintenance and repair. They seem to run better when kept wound.

Huston, the architect, achieved his goal. The Capitol is a showpiece that draws thousands of visitors every year to where 253 state lawmakers convene to debate and pass legislation.

While the buildings and the clocks are his lasting legacy, Huston was convicted of a conspiracy to defraud the state during the Capitol construction project and spent several months in another Pennsylvania landmark, Eastern State Penitentiary in Philadelphia.

A team of California Baptist University students has won second place in an international contest after designing a prototype for an artificial heart.

They earned the honor in November at the second annual Heart Hackathon in Utsunomiya, Japan, a news release states.

The private Riverside university’s squad, comprised of undergraduates, was the only U.S. team competing of the nine contestants. It placed third in the 2023 international competition, which was in Dallas.

California Baptist University biomedical engineering students take a design course and learn to develop 3D-printed artificial heart prototypes that pump fluid at flow rates equivalent to the human heart, the release states.

The team began work in December 2022 and had its first prototype less than two months later, according to the release. Students created a type of pump that uses rollers to squeeze fluid through a tube in periodic motion, the release states.

The competition allows university students from across the globe to take part in a year-long project, connecting them with industry professionals and researchers in the field of artificial hearts, a news release states.

Industry experts judged the contest, examining the artificial heart prototype’s design, research and business plans.

The amount of funding for the project is not yet set. But it’s seen as one key way to help the country cope with soaring deliveries.

A computer graphics video made by the government shows big, wheeled boxes moving along a three-lane corridor, also called an “auto flow road,” in the middle of a big highway. A trial system is due to start test runs in 2027 or early 2028, aiming for full operations by the mid-2030s.

“We need to be innovative with the way we approach roads,” said Yuri Endo, a senior deputy director overseeing the effort at the Ministry of Land, Infrastructure, Transport and Tourism.

Apart from making up for a shrinking labor force and the need to reduce workloads for drivers, the system also will help cut carbon emissions, she said.

“The key concept of the auto flow-road is to create dedicated spaces within the road network for logistics, utilizing a 24-hour automated and unmanned transportation system,” Endo said.

The plan may sound like a solution that would only work in relatively low-crime, densely populated societies like Japan, not sprawling nations like the U.S. But similar ideas are being considered in Switzerland and Great Britain. The plan in Switzerland involves an underground pathway, while the one being planned in London will be a fully automated system running on low-cost linear motors.

In Japan, loading will be automated, using forklifts, and coordinated with airports, railways and ports.

The boxes measure 180 centimeters in height, or nearly six feet, and are 110 centimeters, or 3.6 feet, by 110 centimeters in width and length, about the size of a big closet.

The system, which is also intended for business deliveries, may be expanded to other routes if all goes well. Human drivers may still have to do last-mile deliveries to people’s doors, although driverless technology may be used in the future.

Japan’s shortage of truck drivers is worsening due to laws that took effect earlier this year that limit the amount of overtime drivers can log.

That’s seen as necessary to avoid overwork and accidents and to make the jobs tolerable, but in Japanese logistics, government and transportation circles, it’s known as the “2024 problem.”

LOS ANGELES, Calif. /CALIFORNIA NEWSWIRE/ — Olea Kiosks®, Inc. is excited to announce the launch of its latest advancement in healthcare technology, the Chicago Healthcare Check-In Kiosk. This innovative and inclusive solution offers a sleek, modern ADA-compliant design, elevating the user experience for all.

One of the standout features of the Chicago is its commitment to accessibility. This new design includes an offset monitor to provide easier wheelchair access and a tilt bracket to assist people of all heights. For those with low vision, the unit includes the thoughtful integration of an Audio Nav system and a keyboard to improve the user experience.

“This new design is the result of conversations with many healthcare companies that are all trying to figure out how to implement self-service properly. We wanted to ensure it addressed ADA, but not just for the sake of checking boxes, but making it user-friendly and comfortable for all users,” explained Frank Olea, CEO.

“We also wanted to offer facial recognition as part of the standard product because that requirement is coming soon, so we incorporated the camera and the tilt bracket to ensure the picture can be taken properly regardless of height. You’re juggling HIPPA and several requirements into one design so we’re proud to deliver a kiosk that is better designed and includes more features and is better value than what’s on the market today,” added Olea.

The Chicago is available in three form factors: a Height-Adjustable, Freestanding and Desktop.

By streamlining the check-in process, healthcare providers can reduce wait times, optimize staff efficiency, and ultimately enhance patient satisfaction.

For more information on the Chicago Healthcare Check-In Kiosk, visit https://www.olea.com/product/chicago-healthcare/

A first-customer deployment of the Chicago kiosk is anticipated to be operational by the end of October.
